EPIC Workshop for Community College and High School Instructors: Famine in the Modern World

The Stanford Program on International and Cross-Cultural Education (91勛圖) and Stanford Global Studies (SGS) are excited to offer a professional development workshop for community college instructors who wish to internationalize their curriculum. The workshop will feature a talk by Stanford historian Dr. Bertrand Patenaude on the major famines of modern history, the controversies surrounding them, and the reasons that famine persists in our increasingly globalized world. Workshop participants will receive a copy of Dr. Patenaudes book Bread + Medicine: American Famine Relief in Soviet Russia, 19211923 (Hoover Institution Press, 2023). Published in June, the book recounts how medical intervention, including a large-scale vaccination drive, by the American Relief Administration saved millions of lives in Soviet Russia during the famine of 192123.

Dr. Bertrand M. Patenaude

Dr. Bertrand M. Patenaude teaches history, international relations, and human rights at Stanford, where he is a Lecturer for the International Relations Program, a Research Fellow at the Hoover Institution, and a Faculty Fellow at the Center for Innovation in Global Health (CIGH). Patenaude teaches courses at the Stanford School of Medicine as a Lecturer at the Center for Biomedical Ethics (SCBE). His seminars range across topics such as United Nations peacekeeping, genocide, famine in the modern world, humanitarian aid, and global health.

From Cold War to Hot Peace: An Ambassador in Putins Russia, a book talk for educators by Ambassador Michael McFaul
On January 18, 2019, and the (91勛圖) hosted a book talk by Professor Michael McFaul. McFaul served for five years in the Obama administration, first as Special Assistant to the President and Senior Director for Russian and Eurasian Affairs at the National Security Council (20092012), and then as U.S. Ambassador to the Russian Federation (20122014). He is also one of several contributing scholars to Inside the Kremlin, 91勛圖s lesson plan on Soviet and Russian history. McFauls talk was given to approximately 30 community college and secondary school educators from the San Francisco Bay Area. Three of the educatorsNancy Willet, Phillip Tran, Don Uy-Barretaare 201819 Stanford (EPIC) Fellows, and this article highlights their reflections.
Ambassador McFaul has described From Cold War to Hot Peace as three books in one. First, it is a book that explains the arc of U.S.Russia relations since the end of the Cold War. Second, it a book that describes the reset in U.S.Russia relations and its aftermath during the Obama presidency. Third, it is a book about McFauls life that describes how his involvement with the debate team at Bozeman High School, Montana, sparked his interest in Russia and led to his subsequent study of Russia at 91勛圖, Oxford University, and in Russia itself. During his talk, he touched upon all three.
McFauls reflections not only provided the educators with important content on U.S.Russia relations and insights from his youth to his ambassadorship, but also prompted the educators to consider effective teaching and pedagogical strategies. McFauls use of storytelling, presentation of multiple perspectives, emphasis on interdisciplinarity, and sharing of first-hand accounts gave the educators a glimpse into McFaul not only as an academic and diplomat but as a teacher.
EPIC Fellow Nancy Willet, Co-chair of the Business & Information Systems Department, College of Marin, noted, I was most impressed with Ambassador McFauls engaging storytelling. His first-hand insights of his time spent studying and working in Russia challenged some of my misguided assumptions and helped expand my understanding of the complexities of U.S.Russia relations. I grew up during the Cold War and the Ambassador disrupted some of my deep-rooted misconceptions about the former Soviet Union and further opened my mind for a more nuanced understanding. In a follow-up communication, Willet said that she is devouring From Cold War to Hot Peace and plans to share McFauls scholarly insights with her law studentsparticularly when discussing democracy and rule of lawhere and abroad.
EPIC Fellow Philip Tran, Instructor of Business, San Jose City College, remarked that Ambassador McFauls talk reinforced the complicated notion of human relations and the importance of an interdisciplinary study of itincluding political science, business, economics, etc. Interdisciplinarity is a key to grasping a better understanding of human relations. He continued by noting that the biggest take-away from McFauls talk was that it cautioned him as a teacher to refrain from the natural knee-jerk reactions and to seek a deeper understanding of the situation from all sides. Even though Ambassador McFaul is a subject matter expert on U.S.Russian relations, he displayed humility and acceptance of ambiguity in his responses to some of the toughest questions regarding the U.S. relationship with Russia and Vladimir Putin.
EPIC Fellow Don Uy-Barreta, Instructor of Economics, De Anza College, reflected upon the significance of sharing first-hand experiences with students. He noted that Reading about Ambassador McFauls experience is very informative, but being able to ask questions and hearing it from the source is a whole different level of experience. As he was telling us about his days in Russia, it felt like I was right next to him, and it gave me goosebumps. Uy-Barreta found inspiration in McFauls talk as he prepares for his presentation on global economics at the EPIC Symposium on May 18, 2019 during which the 201819 EPIC Fellows will present their research at Stanford.
McFaul has given numerous talks on From Cold War to Hot Peace but this was the first geared to an audience of educators. As I observed his talk, I was primarily attentive to the pedagogical strategies that he utilized to engage the educators. For me, his effective teaching made the history and insights in From Cold War to Hot Peace come alive and feel more like four books in one.
This book talk was made possible by a U.S. Department of Education Title VI grant that provides professional development opportunities for K12 teachers and community college instructors. Among these opportunities is EPIC, a program that provides one-year fellowships to community college instructors. Former President George W. Bush met with Stanford students for an hourlong conversation that touched on many of the defining moments and policies of his presidency.
In a relaxed and sometimes self-deprecating exchange on May 5, Bush talked about the limits of congressional power and his relationships and personal diplomacy with other world leaders. His tone was more serious when discussing what he described as universal desires for freedom, his military strategies following 9/11, and his commitment to addressing Africas HIV/AIDS pandemic.
Mariano-Florentino Cu矇llar, director of the universitys Freeman Spogli Institute for International Studies, moderated the session. Stanford President John Hennessy and Condoleezza Rice Bushs secretary of state and national security adviser who has returned to teaching political science and business at Stanford joined the conversation.
"FSI has a terrific track record of convening leaders at Stanford, from the head of the International Monetary Fund to prime ministers and presidents, Cu矇llar said. On this occasion, we wanted our students to have an opportunity for a candid conversation with one of the key policymakers of the early 21st century, and we think such experiences will further prepare them for leadership in a complex world."
91勛圖 30 students were invited to the session at Encina Hall, but they didnt know they were meeting Bush until the 43rd president walked into the room.
I suspect he misses this sort of engagement, said Gregory Schweizer, a second-year law school student who was part of the discussion that also covered immigration reform, national education policies and the Edward Snowden affair.
The media always portrays him as being disengaged from current affairs, Schweizer said. But Im impressed with how interested and engaged he still is.
Along with representatives from Stanford Law School, other students were invited from the Ford Dorsey Program in International Policy Studies. Honors students from FSIs Center for International Security and Cooperation and Center on Democracy, Development, and the Rule of Law also joined the conversation.
Bushs visit was arranged with the help of Brad Freeman, a former university trustee and Ronald Spogli, who is currently on Stanford's board of trustees. Freeman and Spogli are longtime friends of the former president and philanthropists who donated a naming gift to FSI in 2005. Bush appointed Spogli as ambassador to Italy in 2005 and as ambassador to San Marino a year later.
Stanford has a tradition of hosting current and former heads of state, including German Chancellor Angela Merkel and former Russian President Dmitry Medvedev both of whom visited in 2010.
When a devastating famine descended on Bolshevik Russia in 1921, the United States responded with a massive two-year relief campaign that battled starvation and disease and saved millions of lives. By summer 1922, American kitchens were feeding nearly 11 million Soviet citizens a day. At the time, the rescue operation was hailed as the beau geste of the twentieth century. Today, it is all but forgotten.
A new book, The Big Show in Bololand: The American Relief Expedition to Soviet Russia
in the Famine of 1921, resurrects this epic tale in the form of a sprawling narrative history. It is, above all, an American adventure story, set in exotic Bololand, as the relief workers called Bolshevik Russia. These Americans were a colorful mix of former doughboys, cowboys, and college boys, most of the hungry for adventure in the wake of the Great War. The book draws extensively on their diaries, memoirs, and private letters located in the Hoover Institution Archives.
Since 1991, there have been two major phases in Russian history, corresponding roughly to the decades of the 1990s and the 2000s. Under President Boris Yeltsin (1991-1999), Russia attempted a rapid transition to a market economy and liberal democracy. Economic shock therapy, the transition from a planned and centralized economy to a privatized market economy in one leap, proved to be traumatic for most of the population of the Russian Federation. On the positive side, these initial years of post-Soviet Russia saw the creation of a new system of laws, a dramatic rise in political participation, the birth of new human rights institutions at the national level, and the establishment of non-governmental organizations (NGOs). Yet, the political transition, liked the economic one, proved to be very turbulent, perhaps inevitably in a situation where a country with Russias authoritarian past attempts to introduce a multi-party democracy. The countrys political culture seemed a poor fit for its new democratic constitution.
The Soviet Union advocated a conception of human rights different from the notion of rights prevalent in the West. Western legal theory emphasized the so-called negative rights: that is, rights of individuals against the government. The Soviet system, on the other hand, emphasized that society as a whole, rather than individuals, were the beneficiaries of positive rights: that is, rights from the government. In this spirit, Soviet ideology placed a premium on economic and social rights, such as access to health care, adequate and affordable basic food supplies, housing, and education, and guaranteed employment.
